Casey Carnes is a Program Manager and the Regulatory Reporting Lead at Frontier Energy, Inc. She has supported over a dozen energy efficiency and decarbonization programs across California during her tenure with Frontier Energy. Her programmatic experience encompasses deemed, custom, and NMEC programs spanning the single family, multifamily, and commercial sectors. She has supported EE incentive and financing program implementation through database development, project pipeline management, quality assurance and incentive payment processing.

As Regulatory Reporting Lead, Casey oversees CPUC reporting on behalf of five ratepayer funded Program Administrators. Casey advises her clients on regulatory reporting topics including: deemed measure utilization, custom project review, and CEDARS reporting. Casey represents Frontier’s clients in CPUC stakeholder meetings and working groups including the Reporting PCG. She supported the filing of three Energy Efficiency Business Plans in 2023, helping her clients secure $250M in CPUC funding.
