Michael Daukoru has 15 years of experience in the energy efficiency industry including performing energy analysis, impact estimation, technical due-diligence reviews, and technology R&D at each stage of program lifecycles—from planning to implementation to evaluation, measurement & verification. Prior to joining the Cal TF team, Michael was a Senior Consulting Engineer at PG&E delivering performance tests, analyses, calibration services, technical procedures, and other technical services to various PG&E stakeholders including Codes & Standards, EE Quality Control, and Power Generation.
Michael has a Master of Science degree in Energy, Environmental & Chemical Engineering from Washington University in St. Louis, a Master of Science in Mechanical Engineering from Stanford University, and a Bachelor of Science in Mechanical Engineering from Texas Tech University. Michael is a registered Professional Engineer (Mechanical) in the State of California.
Spencer Lipp

Spencer has over 20 years of experience with energy engineering, energy auditing, and the implementation of energy efficiency programs. In his career, Spencer has led teams of engineers conducting due-diligence energy project reviews, conducted on-site energy audits of a wide range of commercial and industrial facilities to assess energy savings, made energy efficiency measure recommendations, and developed and executed measurement and verification (M&V) plans.
Spencer has a Bachelor of Science in Mechanical Engineering from the University of California, Santa Barbara. He is a California Professional Engineer and an AEE Certified Measurement & Verification Professional.
Chau Nguyen

Chau works on the engineering team for the California Technical Forum. At the Cal TF, she provides technical support and performs data analysis for various eTRM related projects, including development of statewide measures and eTRM software.
Chau has a Bachelor of Science in Mechanical Engineering and a minor in Mathematics from the University of California at Davis.
Armen Saiyan

Armen has 15 years of professional demand side management experience, performing designs of various building efficiency retrofit projects, emerging technologies evaluations, EM&V, and planning and development of customer programs. In his current role, Armen leads a team of engineers responsible for comprehensive technical support of LADWP’s portfolio of customer programs with a focus on implementing a process of continuous improvements within the portfolio. He has also been a Cal TF member since its inception.
Armen has Bachelor of Science degrees in Mechanical and Civil Engineering from California State University and is a licensed California Professional Engineer in both fields.
Henry Liu

Henry has over 9 years of experience in the energy engineering that include writing measure packages, energy modeling, emerging technology evaluations, EM&V, incentive setting, market research, and development of customer programs.
Henry has a BS in Mechanical Engineering from San Francisco State University, an MS in Engineering Energy Systems from San Francisco State University. He is a Registered Professional Engineer in the State of California.
Jay Bhakta

Jay has over 31 years of experience in the energy engineering and distributed energy fields, in diverse roles such as managing energy performance contracts, marketing natural gas technologies and developing DSM and cogeneration projects for a wide variety of customers including, industrial facilities, hospitals, laboratories, prisons, schools, shopping malls, stadiums, etc. Prior to joining SCE, Jay had a consulting practice in Arizona for eight years. In Jay’s current role, he leads a team of measure package developers focused on deemed measure development and review.
Jay has a BS in Mechanical Engineering from the California Polytechnic State University, Pomona, an MS in Mechanical Engineering from California State University, Los Angeles, and an MS in Organizational Leadership from the University of Redlands. He is a Registered Professional Engineer in the State of California and has a certificate in Project Management from University of California, Irvine.
Andy brings a fresh perspective to the CalTF, calling on his years of experience in engineering across multiple disciplines. He started at SoCalGas in 2020 and brings eight total years of engineering experience to the Cal TF. As engineering services supervisor, Andy has experience in deemed measure package development including energy calculations and modeling, technical studies, and cost studies. He also helps with response to CPUC Resolutions, Decisions, and other technical documentation review to determine the impact to programs, as well as reporting systems and requirements.
Andy completed his BS in Chemical Engineering at the University of Southern California and is registered as a Professional Chemical Engineer in the state of California.
Anders Danryd

Eduardo possess more than 15 years of progressive experience in the Utility Demand Side Management (DSM) programs and projects for SDG&E. The majority of his experience has been managing large scale Energy Conservation Projects (ECP) for the Navy and Marines military bases, throughout Southern California, through the Utility Energy Service Contract (UESC) vehicle. These UESC contracts focused on HVAC, Lighting, Compressed Air Systems, Energy Management Systems, electrical upgrades, pumps, fan, motors, and VSD energy conservation upgrades. These entire UESC project shared CALTF goals and objectives such as Life Cycle Cost analysis, effective useful life, project transparency, economic cost to benefit analysis, measurement and verification, maintaining manufacture and vendor neutrality.
Eduardo has a Bachelor of Science degree in Mechanical Engineering from San Diego State University, AEE Certified Energy Manager, UCSD Specialized Certification in HVAC Systems, and Specialized Certification in Project Management.

Jim has 46 total years’ experience in power plant and commercial and industrial engineering and energy efficiency. He worked 32 years at PG&E. This work included: nuclear power plant construction, commercial energy auditing, writing HVAC measure packages, HVAC program design, and Energy Efficiency Program Management. He is the author of the Nation’s first Upstream (Distributor) paperless and web based prescriptive incentive programs for HVAC and Motors which launched in 1998. He has worked for Energy Solutions for 14 years. He led the Team to the Nation’s first prescriptive VRF Upstream incentive program which launched in 2010. Most of his energy efficiency experience is with prescriptive programs.

Code has 4 years of experience designing and implementing energy efficiency programs and projects for the public sector, including site-based NMEC, custom, and deemed measures. In his current role, Code oversees the implementation of the Southern California Regional Energy Network (SoCalREN) public agency incentive programs. Code previously worked on The Hill for Congresswoman Norma Torres and Senator Dianne Feinstein developing and analyzing environmental initiatives.
Code has a Masters in Environmental Policy and a B.S. in Evolutionary Anthropology focusing in Zoology from the University of Michigan.

King Lee has been involved in the energy industry for 2 decades with the past 13 years focused on energy efficiency, demand response, and decarbonization. Having worked primarily with industrial and commercial segments that focus on custom and meter-based measures (SEM, NMEC), he has also supported deemed/measure package efforts which most recently involved several HVAC measure packages that were updated to be in compliance with Resolution E-5152. King has working experience and knowledge with natural gas/steam systems, refrigeration, HVAC, compressed air, lighting, M&V, strategic energy management, and transportation electrification.

Mohammad Dabbagh, PhD, has more than 5 years of engineering experience in energy efficiency and related fields. Dr. Dabbagh currently holds a position as a Building Performance Engineer at NORESCO, working with the Codes and Standards team in their Colorado office. Through this role he is involved with large scale simulations, energy and data analysis, and research on various projects, as well as development of the California Title-24 Compliance Software (CBECC-Com) for commercial/nonresidential buildings. Prior to joining NORESCO, he worked as a consultant with Rocky Mountain Institute’s Building Group and was involved with portfolio energy optimization initiatives. Mohammad has authored several research papers in peer-reviewed journals related to building efficiency era and has been actively involved with the local ASHRAE Rocky Mountain Chapter. He brings experience in energy modeling using EnergyPlus, OpenStudio, BEopt, and other simulation programs.
Dr. Dabbagh received his PhD in Architectural Engineering at University of Colorado, Boulder, where he is also an Adjunct Instructor. He holds both a Master and a Bachelor of Science in Mechanical Engineering from the University of Colorado, Denver.

Mike has over 25 years of experience in the energy engineering and building sciences fields, which includes activities as diverse as commercial and industrial energy audits, field testing of efficient space conditioning equipment, developing building energy simulation tools, and conducting indoor air quality studies in schools and office buildings. For most of the past ten years Mike supported California’s self-generation and statewide IDSM programs as a third party technical reviewer and engineering manager at AESC, where he also authored several workpapers for Southern California Edison. Most recently at Willdan/Onsite Energy Mike developed energy efficiency retrofit projects for commercial and industrial facilities.
Mike has a Bachelor of Science degree in Mechanical Engineering from the University of California San Diego. He is a member of ASHRAE and AEE, and a Certified Energy Auditor and Certified Measurement and Verification Professional. He is also a DOE certified AirMaster+ Specialist.

Gabriel has over 22 years of experience in a range of energy areas including power plant environmental impact analysis, building and appliance efficiency standards, decarbonization, lighting efficiency, healthcare facility energy efficiency, and load flexibility and demand management. He formerly served as an Advisor to Energy Commission Chair David D. Hochschild, and before that, as an Advisor to Commissioner Jeffrey D. Byron.
Gabriel has a Bachelor of Science degree from the University of California at Berkeley where he double majored in Mechanical Engineering and Materials Science Engineering, with an undergraduate emphasis in energy technology, history, and policy.

Jason is an engineer with 17 years of experience, 6 years of which involve energy engineering including working with deemed and custom measures for residential and commercial applications. The majority of this experience is from Chico State as the energy manager and manager of the Boiler Chiller Plant. Currently Jason is employed with the CEC managing grants for the Building Energy Efficiency Research group.
Jason is a licensed professional mechanical engineer with B.S. degrees in civil and mechanical engineering from Chico State.
